Jump Start: Yes We Can!
Creating the national service organization at the federal level will require time, more time than the volunteers think will be needed. Then, of course, Congress will have to have its input and debates to arrive at funding this initiative. To speed things up, I offer the following suggestions for your staffers to identify the first cohort of new employees that the federal government intends as a major component for the economy's consumer cash crisis.
1. Obtain from the Office of Selective Service their current inventory of registered men. The database does not include women or men who have not complied with the law to register. Nor will the Selective Service be all inclusive of those needing jobs, but it is a quickstart data source.
2. Using campaign-like phone banks, paid volunteers, contact as many of those men on the list as possible to see if they are unemployed and looking for a job--or know of any man or women in that situation.
3. Create a 21st Century version of the WPA for fixing the nation's infrastructure, identifying by triage specific projects from the TSA, GSA, HHS, HS and the DOE.
4. Offer a job to anyone who wants to work for the "WPA" or for a contractor of the "WPA". There will be union issues, so there should be a tiered salary programs, not as good as the union's contract with that contractor, but pay that is consistent with that area's living wage amount, not Minimum Wage and the industry's wages in that region.
5. Offer administrative jobs to handle the paperwork and communications, contractor liaison, job inspector/auditor, and for generating the Accomplishments List to be published nation-wide, and a job vacancy list anywhere the" WPA" needs workers.
Another idea is to use the Selective Service list (after pruning) to provide personnel for Homeland Security on-site or as the local contact for HS. The positions should be contingent on funding and could offer a range of positions from executive (regional), professionals (health, power and water) clerical staffing and communications support.
